What decided it

The poor living conditions for future occupiers resulting from inadequate natural light and outlook from the front elevation, which would conflict with NPPF paragraphs 135 and 139 requiring high-quality design and good living conditions, outweighed the limited benefits of housing provision.

The benefits of one additional housing unit in a sustainable location and economic benefits from conversion works attracted limited weight, but were significantly and demonstrably outweighed by the substantial harm to future occupiers' living conditions due to poor light and outlook, and the loss of ground floor retail use in the town centre.
