What decided it

The poor living conditions for future occupiers resulting from inadequate natural light and restricted outlook to the main living space and bedroom, which would conflict with the Framework's requirement for high quality design and high standards of amenity.

The benefits of housing provision and effective use of a previously developed site in a sustainable location attracted limited weight, but were significantly and demonstrably outweighed by the significant harm to future occupiers' living conditions and the loss of ground floor retail use in the town centre.
