The lack of adequate ecological survey evidence to demonstrate that the amount of development would not have a harmful effect on protected species and ecology, which constitutes significant harm that outweighs the modest housing benefits even in the context of an undersupply of housing land.
The modest benefits of providing five new houses in a sustainable urban location were significantly and demonstrably outweighed by the significant harm to ecology and protected species, such that the presumption in favour of sustainable development did not apply.
