What decided it

The confirmed shortfall in five-year housing land supply, clear and pressing local affordable housing need, and the limited contribution the site makes to the special qualities of the CNL meant that the adverse impacts of granting permission in principle would not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.

The substantial benefits of affordable housing delivery and support for a rural settlement, combined with the site's sustainable location, outweighed the moderate, localised landscape harm to the CNL, which great weight was given to but which did not amount to a strong reason for refusal under Paragraph 11(d) of the Framework.
