What decided it

The Council's inability to demonstrate a five-year housing land supply (1.8 years) triggered the tilted balance under paragraph 11(d) of the Framework, and the benefits of providing new housing through conversion of a disused building outweighed the limited adverse effects on highway safety.

The limited conflict with Policy INF4 regarding highway safety was outweighed by the significant weight afforded to the provision of new housing through conversion of a disused building and the presumption in favour of sustainable development under the Framework, given the substantial shortfall in five-year housing land supply.
