What decided it
The proposal fails to meet the space standards required by Policy D6 of the London Plan 2021 and would result in the loss of employment floorspace without robust evidence of lack of demand, and these harms are not outweighed by the limited housing benefits in the planning balance under paragraph 11d) of the Framework.
The housing benefits and contribution to supply in an area of serious shortfall were given significant favourable weight, but the adverse impacts of the loss of employment floorspace without adequate justification and the failure to provide acceptable living conditions significantly and demonstrably outweighed these benefits when assessed against Framework policies on economic growth, design quality and amenity.
