What decided it

The absence of any realistic prospect of securing the necessary highway improvements to Oddfellows Street within the permission timeframe, due to the requirement to impose works on unwilling neighbouring landowners and lack of certainty of Council Member approval, creates an unacceptable harmful impact on highway safety that substantially outweighs the benefits of housing delivery.

The significant benefits of 33 dwellings including affordable housing on an allocated site in a district with acute housing need were substantially outweighed by the very significant and long-lasting harm to highway safety arising from the inability to secure necessary improvements to the inadequate access road within the permission timeframe.
