What decided it

The proposal would appear unduly dominant and incongruous in the streetscene and views into and out of the Conservation Area due to its increased scale, height, roof form and garage design, causing harm to the character and appearance of the countryside and the significance of the Conservation Area and Chilterns National Landscape.
