What decided it
The use of the units as temporary sleeping accommodation constitutes a material change of use from C3 dwellinghouse that harms the Council's housing supply and creates potential for noise and disturbance to neighbouring residents, contrary to the development plan, with no material considerations to justify the breaches.
The limited positive weight attributed to the efficient use of units during the marketing period and social and economic benefits of short-term letting opportunities does not outweigh the harm to permanent housing stock and the Council's objective to boost housing supply, and the harm to neighbouring living conditions from noise and disturbance.
