What decided it
The Council's inability to demonstrate a five-year housing supply, combined with the moderate (not significant) character and appearance harm, meant the tilted balance under NPPF paragraph 11(d) favoured permission, as the adverse impacts would not significantly and demonstrably outweigh the benefits of housing delivery.
The moderate weight of identified harms to character and appearance did not significantly and demonstrably outweigh the substantial weight of housing delivery benefits (including 40% affordable housing and good mix of unit sizes), moderate weight of economic benefits, and moderate weight of biodiversity enhancements, applying the tilted balance under NPPF paragraph 11(d) due to the Council's lack of five-year housing land supply.
