What decided it
The proposal would result in an unacceptable impact on highway safety due to the combination of high traffic volumes, high approach speeds, limited gaps for safe right-turning movements, and proximity to the M1 Junction 37 roundabout, which would be materially worsened by the intensification of use of the constrained access point.
The housing shortfall weighed in favour of the proposal, but this did not alter the policy context against which the specific harms identified (highway safety and harm to neighbouring living conditions) must be assessed, and the harms outweighed the housing benefit.
