What decided it

The existence of an unresolved County Court dispute over whether an oral sub-tenancy agreement exists, combined with the absence of consent from third parties claiming to be tenants, created sufficient uncertainty to prevent the Inspector from determining that the Class Q permitted development conditions had been satisfied.
