What decided it

The permanent harm to living conditions of both future occupiers and neighbouring occupants through inadequate privacy and insufficient internal living space substantially outweighed the moderate benefits of housing delivery in the context of a shortfall in housing land supply.

The moderate benefits of providing one additional dwelling in the context of a significant housing shortfall were substantially outweighed by the substantial harm to living conditions through overlooking and inadequate internal space, resulting in adverse impacts that significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
