What decided it

The harm to the conservation area as a designated heritage asset, combined with unacceptable living conditions for future occupants, outweighs the modest housing benefit, particularly as footnote 7 of paragraph 11(d)(i) of the Framework provides a strong reason for refusal where heritage harm is identified.

The benefits of four dwellings and contribution to housing provision were outweighed by less than substantial but considerable harm to the conservation area and other harms to character and appearance and living conditions of future occupants, with the presumption in favour of sustainable development not applying due to heritage harm.
