The absence of clear and convincing justification for the harmful loss of historic fabric through the proposed staircase opening into the lounge, combined with insufficient detail on the double-glazed windows to demonstrate they would not be harmful, meant the public benefits could not outweigh the considerable weight ascribed to the heritage harm.
