What decided it
The absence of a safe and suitable pedestrian route to the village, combined with the site's location close enough to tempt occupants to walk but lacking the necessary infrastructure, posed an unreasonable and unacceptable safety hazard that substantially outweighed the housing benefits even under the tilted balance.
The moderate benefits of four additional dwellings and effective use of a windfall site were substantially outweighed by the cumulative harms: substantial weight to highway safety harm, moderate weight to character and appearance harm, and limited weight to locational policy conflict, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
