What decided it

Although the Council acted unreasonably in its determination process, the same refusal outcome would have resulted had paragraph 11d been properly applied, so no unnecessary expense was caused.

The significant harm to the character and appearance of the countryside outweighed the modest social, economic and environmental benefits when assessed against the policies in the Framework taken as a whole
