What decided it
The adverse impacts of losing an existing unit of accommodation in a borough with critically low housing land supply (1.48 years) and the failure to demonstrate compelling local evidence that the proposed family home clearly outweighs the policy conflict significantly and demonstrably outweigh the limited benefits of the scheme.
Although the Council's very significant housing undersupply engaged the tilted balance under paragraph 11(d) of the Framework, the adverse impacts of the loss of a unit of accommodation, assessed against the Framework as a whole, significantly and demonstrably outweighed the limited benefits of providing one family dwelling, such that the presumption in favour of sustainable development did not apply.
