What decided it

Although the Council acted unreasonably in failing to reassess its housing land supply position and in not publishing the full appeal submission, the applicant did not incur unnecessary or wasted expense because the Council could not have granted permission without a completed biodiversity metric calculation and would have refused permission on other grounds even if it had acknowledged the expired permission for Plot 5.
