What decided it
The scheme's failure to be well-designed, in conflict with Policy SDC1 and the Framework's design policies, was found to significantly and demonstrably outweigh the substantial housing and brownfield redevelopment benefits, even applying the tilted balance under paragraph 11d)ii).
The substantial benefits of housing delivery, brownfield redevelopment and economic activity were outweighed by the design harm (and, to a lesser extent, the loss of sports and recreation land), such that under paragraph 11d)ii) the adverse impacts of granting permission significantly and demonstrably outweighed the benefits.
