Main issues, as the Inspector framed them
- Effect on the character and appearance of the local area
- The effect of the proposed development on the living conditions of the occupiers of 5 and 7 Purley Rise, with particular reference to outlook
- Whether the proposed development would provide acceptable provision of private amenity space for units 5 and 8, as well as does the proposal provide acceptable outlook for unit 8
What decided it
The lack of acceptable private outdoor amenity space for units 5 and 8 and the unacceptable outlook for unit 8's bedroom, which would result in oppressive living conditions for future occupants and breach policies D6 and DM10.
The modest benefit of delivering 8 additional dwellings was given limited weight and did not overcome the significant harm identified in respect of living conditions for future occupants of units 5 and 8.
