What decided it
The Council's inability to demonstrate a five-year supply of housing land, which engaged the tilted balance under paragraph 11d) of the Framework and meant the housing benefits substantially outweighed the modest conflict with local plan character policies.
The modest harm to character and appearance and conflict with local plan policies was outweighed by the substantial benefits of housing delivery at a time when the Council cannot demonstrate a five-year supply of housing land.
