What decided it

The existing pattern of multiple crossovers already established along the street scene meant the proposed addition would not cause significant harm to character and appearance, and the reasonable visibility and low speeds of manoeuvres meant highway and pedestrian safety would not be compromised despite technical non-compliance with the SPD.
