Main issues, as the Inspector framed them
- the effect of the proposed development on the residential amenity of future occupants with regards to internal layout, noise, disturbance, outside space, outlook and privacy
- Whether the proposed development would meet local housing needs
- Flood risk
What decided it
The creation of significantly unacceptable living conditions for future occupants, particularly regarding internal layout, overheating, noise and disturbance, and lack of adequate private outside space, demonstrably outweighs the benefits of five additional dwellings when assessed against the Framework taken as a whole.
The benefits of providing five additional dwellings and re-using previously developed land were outweighed by the significantly unacceptable living conditions that would be created for future occupants, with the importance of providing appropriate living standards being the decisive consideration under the tilted balance.
