Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the area, including the Bollin Valley Local Landscape designation.
  • The effect of the proposal on highway safety in relation to the proposed junction onto Prestbury Road.
  • Whether the proposal would represent inappropriate development in the Green Belt for the purposes of development plan policy and the National Planning Policy Framework ('the Framework')

What decided it

The site was found to be Grey Belt, not inappropriate development in the Green Belt, combined with the significant weight attracted by compliance with the Golden Rules and the substantial weight given to housing need arising from the Council's inability to demonstrate a five year housing land supply.

Minor harm to landscape character and low levels of less than substantial harm to two heritage assets were outweighed by the public benefits of housing, affordable housing, infrastructure improvements, accessibility and economic benefits, and the minor conflicts with the development plan were clearly outweighed by the benefits of the scheme.
