What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11d, and the modest scale of the proposal meant the limited harm from location sustainability concerns did not significantly and demonstrably outweigh the housing benefits.
The benefits of providing two new homes to assist in meeting housing need were limited in weight, but when weighed against the limited on-the-ground harm from reliance on private vehicles for a small number of dwellings in close proximity to services, the adverse impacts did not significantly and demonstrably outweigh the benefits under the tilted balance.
