The harm to character and appearance and to neighbouring living conditions would significantly and demonstrably outweigh the benefits of housing supply and other positive factors when assessed against the NPPF taken as a whole, such that the presumption in favour of sustainable development does not apply.
The benefits of housing delivery in an area with serious shortfall (1.48 years supply), economic benefits during construction, and provision of additional parking spaces were given significant favourable weight, but were outweighed by the substantial harm to character and appearance and the failure to secure well-designed places and appropriate amenity for existing and future users as required by the Framework.
