What decided it
The less than substantial harm to the setting and significance of the grade I listed Church of St Andrew and other heritage assets, when weighed against the public benefits and considered in the context of paragraph 212 of the Framework requiring great weight to conservation, was not outweighed by the benefits of the proposal.
The public benefits of providing free services including phone charging, internet access and a defibrillator did not outweigh the less than substantial harm at the lower end of the scale to the setting and significance of designated heritage assets, particularly given the requirement to give great weight to conservation of heritage assets.
