What decided it
The site's location within an existing cluster of development with reasonable accessibility to services by non-car means, combined with its previously developed land status, meant the proposal was not an isolated home in the countryside and the benefits of housing provision outweighed the limited disbenefits in the Policy S5 balancing exercise.
The moderate weight given to the provision of an additional dwelling on previously developed land and moderate weight to biodiversity benefits outweighed the small disbenefit from the location in relation to access to services and facilities and the limited effect on rural character, resulting in the proposal being acceptable under Local Plan Policy S5
