The use of non-traditional UPVC materials would fail to preserve the character and appearance of the conservation area, and the private benefits claimed (energy saving, safety, maintenance) were insufficient to outweigh the conservation harm.
The less than substantial harm to the conservation area, assessed as being on the lower end of the scale, was not outweighed by the claimed private benefits of energy saving, safety and maintenance, which lacked substantive evidence and were insufficient public benefits to justify the proposal
