Whether the Council's misapplication of GPDO Condition A.2 (an expediency test rather than the correct compliance test) and its misapplication of NPPF paragraph 11(d) amounted to unreasonable behaviour causing unnecessary expense in each of the four linked appeals.

In relation to Appeal D, the Inspector applying the correct paragraph 11(d) test found that the harms significantly and demonstrably outweigh the modest benefit of one additional dwelling to housing land supply.
