What decided it

The cycle route and bus stop contributions no longer serve a useful purpose because the cycle route duplicates earlier infrastructure funding and the bus stop contribution cannot feasibly be delivered as specified, whereas the PPTC contribution continues to serve a useful purpose because the mitigation has been delivered and funded on the basis of the agreed contribution.
