What decided it
The proposal would create unsafe and unsuitable access arrangements by positioning two vehicle crossovers opposite a road junction, requiring vehicles to reverse in and out of driveways, which would significantly harm highway safety and conflict with Policies 9 and 32 of the Bromley Local Plan and Policy T4 of the London Plan.
The modest benefits of contributing one additional dwelling to address the Council's 3.99-year housing land supply shortfall and making effective use of land were significantly and demonstrably outweighed by the significant harm to highway safety, such that the presumption in favour of sustainable development did not apply.
