What decided it
The harm to the character and appearance of the Shortlands Village Conservation Area, combined with harm to neighbouring living conditions, outweighed the moderate benefits of housing delivery and brownfield reuse, particularly given the exception in paragraph 11(d) of the Framework for proposals affecting designated heritage assets.
The benefits of housing delivery and brownfield reuse, to which significant and moderate weight respectively were attached, were outweighed by the less-than-substantial harm to the conservation area, to which considerable importance and weight were given in accordance with paragraph 212 of the Framework.
