What decided it
The absence of substantive evidence that the appeal scheme would be safe from surface water flooding for its lifetime, without increasing flood risk elsewhere, meant the potential harm from flooding significantly and demonstrably outweighed the benefits of housing and employment delivery.
The significant benefit of housing delivery and modest benefits of employment space and economic stimulus were outweighed by the considerable weight of the unresolved flood risk harm, resulting in the proposal failing to represent sustainable development contrary to the Framework and Policy SWDP1.
