What decided it

The adverse impacts arising from the development in terms of its effect on the living conditions of neighbouring and future occupiers would significantly and demonstrably outweigh the limited weight attributed to the benefits when assessed against the policies in the Framework taken as a whole; the presumption in favour of sustainable development does not apply.
