What decided it

The harm caused to the character and appearance of the area by the proposed roof terrace, which would significantly and demonstrably outweigh the modest benefits of housing provision and economic benefits, even when assessed against the presumption in favour of sustainable development.

The modest benefits of a minor increase in housing numbers and economic benefits were given significant weight in favour of the proposal, but the harm to character and appearance was given greater significant weight that outweighed these benefits, resulting in the proposal conflicting with the development plan with no other material considerations to outweigh this conflict.
