The substantial harm to the character and appearance of the area and the unacceptable harm to the outlook of neighbouring occupiers at 34 Mosyer Drive significantly and demonstrably outweighed the moderate weight attributed to housing delivery benefits when assessed against the Framework as a whole.

The moderate weight attributed to the provision of new housing and associated benefits was significantly and demonstrably outweighed by the adverse impacts on character and appearance and neighbouring living conditions, such that the presumption in favour of sustainable development did not apply.
