What decided it

The less than substantial harm to the World Heritage Site, which is an asset of the highest significance requiring great weight in its conservation, is not outweighed by the modest public benefits of the proposal, and Section 16 of the Framework provides a strong reason for refusal that engages paragraph 11d(ii).

The modest public benefits of housing delivery and economic activity were outweighed by the less than substantial harm to the World Heritage Site, to which great weight must be given in accordance with the Framework.
