What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged the tilted balance under NPPF paragraph 11d), and the significant weight given to the benefit of additional housing supply outweighed the moderate and limited weights attributed to conflicts with spatial strategy and environmental policies.
The adverse impacts of conflict with the development plan's spatial strategy and environmental protection policies did not significantly and demonstrably outweigh the benefits of boosting housing supply in the context of a shortfall in five-year housing land supply; the tilted balance favoured permission in principle.
