What decided it
The large scale portal-framed building with extensive proposed fenestration would result in unacceptable harm to the character and appearance of the surrounding area and the Cornwall National Landscape, which cannot be overcome by conditions and outweighs the housing benefit.
The benefits of providing four dwellings would not clearly outweigh the harm to the Cornwall National Landscape and character and appearance of the surrounding area, as footnote 7 of NPPF paragraph 11(d)(i) provides a strong reason for refusal where harm to a National Landscape is identified.
