What decided it
The proposed development would constitute habitats development likely to have an adverse effect on the integrity of the River Wye SAC without secured mitigation measures, and therefore cannot be granted permission in principle under Article 5B(1) of the Town and Country (Permission in Principle) Order 2017.
Although the Council cannot demonstrate a 5-year housing land supply and the development would bring social and economic benefits, Footnote 7 of the National Planning Policy Framework provides a strong reason for refusal, displacing the presumption in favour of sustainable development.
