What decided it
The proposed emergency fire service access route is of excessive length and inadequate as a safe access arrangement, conflicting with Policy SDP1(i) and creating unacceptable risk of harm to human life and property.
Although the proposal would make a small contribution to housing supply in a sustainable location with moderate benefits, the adverse impacts arising from unsafe emergency fire service access would significantly and demonstrably outweigh these benefits when assessed against the Framework policies taken as a whole, and the proposal would not constitute sustainable development.
