What decided it

The Council's substantial failure to meet its housing delivery target engaged the tilted balance under NPPF paragraph 11(d)(ii), and the limited harm from the conflict with Policy LP4 criteria (a) did not significantly and demonstrably outweigh the benefits of providing specialist accommodation in a sustainable location.

The conflict with Policy LP4 criteria (a) regarding demonstrable need, attributed limited weight due to lack of substantive evidence of harm, was outweighed by the significant benefits of sustainable location, efficient use of an existing building, provision of specialist accommodation for vulnerable residents, and contribution to addressing the Council's housing delivery deficit, applying the presumption in favour of sustainable development under NPPF paragraph 11(d)(ii).
