What decided it

The gazebo's bulk, degree of enclosure, use of inappropriate materials, and the significant possibility of unacceptable noise impacts on neighbouring residents at unsocial hours outweighed the moderate business benefits, particularly given the great weight to be attached to conservation of the designated heritage asset.
