What decided it

The physical separation of the appeal site from neighbouring single-family dwellings by a busy highway and its location adjacent to sports facilities meant that the intensification of use would not cause direct harmful effects on neighbours' living conditions or the character of the area.

The benefits of providing non-self-contained accommodation at a lower price point in an area with significant housing affordability issues outweighed the loss of one family dwelling.
