What decided it

The high degree of dependence on private motor vehicles due to poor accessibility to services and facilities, combined with the loss of the public house as a valued community facility, significantly and demonstrably outweigh the benefits of housing delivery.

The moderate benefits of housing delivery (nine dwellings, potential affordable housing, economic benefits, use of previously developed land) were significantly and demonstrably outweighed by the significant harms arising from poor accessibility requiring dependence on private motor vehicles and the loss of the public house as a community facility.
