The unacceptable harm to the character and appearance of the area and to the living conditions of neighbouring occupiers, when weighed against the modest benefits of a single dwelling in a location with a housing land supply shortfall, significantly and demonstrably outweighed the benefits under the tilted balance test.
The benefits of housing delivery and efficient use of land, attracting considerable positive weight but modest weight overall due to the small-scale nature, were significantly and demonstrably outweighed by the unacceptable harm to character and appearance and to neighbouring living conditions, such that the presumption in favour of sustainable development did not apply.
