The adverse impacts on housing supply, character of the area and living conditions of neighbours significantly and demonstrably outweighed the limited weight attributed to economic and social benefits and other considerations, and the presumption in favour of sustainable development did not indicate the proposal should be determined otherwise than in accordance with the development plan.
