The modest benefits of housing supply, quick build-out potential, and economic and social benefits from occupation, together with environmental benefits from 10% biodiversity net gain, are significantly and demonstrably outweighed by the adverse impacts of conflict with the development plan's spatial strategy and accessibility requirements, resulting in unsustainable development.
